Ray Higgins


Lieutenant Ray Higgins started his career with the Papillion Police Department in November 1988. He has spent the majority of his career working Road Patrol with a short time in Investigations.  He was promoted to the rank of Lieutenant in January 2021.  He is currently the shift commander for one day shift and one night shift.  During his time with the department, he has attended several classes specializing in the areas of Accident Investigation and Fire Investigation, and serves as the commander for these two specialty areas.

Lt. Higgins has been a resident of Papillion his entire life and is a 1984 graduate of Papillion/LaVista High School prior to attending Southeast Community College where he obtained an Applied Associate of Science in Electronic Engineering.  He enjoys serving the community as a member of the Papillion Volunteer Fire Department Inc. since 1984, first as a volunteer firefighter and now with the community betterment organization.  He also serves the community of Springfield as a member of the Springfield Volunteer Fire Department.

In his free time Lieutenant Higgins enjoys camping, and spending time with family.
