Open Meetings Act

Video-conferenced City Council meetings are allowed by Executive Order 20-03 signed by Governor Ricketts on March 17, 2020.

Meeting Instructions

  • We anticipate that we may encounter a few technological glitches along the way, so please remain patient as we work through this new process.
  • Throughout the meeting, attendees may connect and disconnect, which is acceptable. When you connect, immediately mute your microphone. Background noise of any kind will disrupt the meeting.
  • If you are attending to speak on an agenda item, hold any comments or questions until the agenda item is opened and following any presentations. You will be instructed when there is the opportunity to speak. If you speak, please remember to provide your name and address prior to discussing the agenda item so it can be entered into the public record.
  • For every public hearing, the Chair will ask for proponents and opponents. Attendees will be connected via video and on the phone. The Chair will identify and allow video participants to speak and then ask for those connected via phone to speak. Everyone will have to take turns speaking, but be assured, you will get your chance.
  • As a reminder, all participants are encouraged to follow along with the agenda. The agenda and meeting documents can be found on the City’s website, Papillion.org.
  • Should you encounter technical issues that you can’t quickly resolve, you should log out or hang up and log back in or call back into the meeting. If problems persist, please do not interrupt the meeting. Instead, call the Mayor’s Hotline at 402-827-1111. Leave your name and phone number and someone will help you during regular business hours.
