City Attorney

Karla Rupiper was appointed to serve as the City Attorney for the City of Papillion in 2011. The City Attorney’s role is to provide legal counsel to the Mayor, City Council, Administration, City department heads and commissions. The City Attorney is responsible for a variety of functions, including prosecuting and defending City-related litigation, enforcing and interpreting City Code, investigating complaints and initiating lawsuits or prosecution as appropriate, and enforcing ethical rules applying to the City Council.

Rupiper holds a bachelor of science degree from Iowa State University, a master’s degree from Central Michigan University and a law degree from Creighton University.
