NOTICE IS HEREBY GIVEN that a meeting of the Mayor and City Council of the City of Papillion, Nebraska will be held at 7:00 p.m. on December 18, 2018, in the City Hall Council Chambers, 122 East Third Street, Papillion, NE 68046. This meeting will be open to the public. An agenda for the meeting is kept continuously current and available for public inspection at the office of the City Clerk. Requests for any special accommodations should be made to the City Clerk at least forty-eight hours prior to the time of the meeting.

Notice is hereby given that the City Council of the City of Papillion will hold public hearings on the 18th day of December 2018, at 7:00 PM at the City Hall Council Chambers, 122 East Third St., Papillion, NE 68046 to consider:

Notice is hereby given that the Planning Commission of the City of Papillion will hold a public hearing on the 28th day of November 2018, at 7:00 PM at the City Hall Council Chambers, 122 East Third St., Papillion, NE 68046 to consider:

A Special Use Permit to allow Child Care Center as a permitted use on the property legally described as Lots 19 and 20, Sarpy 84 Commercial Park, generally located at 1214 N Monroe Street. The applicant is Lisa Feick. (1214 N Monroe Street – Child Care Center)

A Special Use Permit to allow for building additions and parking lot modifications related to the Secondary Educational Facility located on the property legally described as Tax Lot 8, located in Section 33, T14N, R12E of the 6th P.M., Sarpy County, NE, generally located at 10799 HWY 370. The applicant is Papillion La Vista Community Schools. (Papillion – La Vista South High School)

A Preliminary Plat and Mixed Use Development Agreement for the property legally described as Lot 72, North Shore Commercial, generally located on the NW corner of S 126th Street and HWY 370. The applicant is BHI Development, Inc. (North Shore Commercial Replat 1)

NOTICE OF INVITATION TO SUBMIT REDEVELOPMENT PROPOSALS FOR CITY-OWNED PARCELS IN THE DOWNTOWN PAPILLION REDEVELOPMENT AREA

Public notice and invitation is hereby given by the Limited Community Redevelopment Authority of the City of Papillion, Nebraska (“LCRA”) to any private redevelopers, or any other interested persons, that the City is seeking proposals for the redevelopment of any or all of the City-owned parcels within the below-described Downtown Papillion Redevelopment Area (“Redevelopment Area”). The more detailed Invitation for Redevelopment Proposals of City-Owned Parcels in 1-3 Phases in the Downtown Papillion Redevelopment Area document (“IFRP”) may be obtained from the Downtown Redevelopment Area webpage found on the City’s website at the following link: www.papillion.org/redevelopment. Additional information may also be obtained by contacting Amber Powers by phone at: (402) 597-2032, by e-mail at: apowers@papillion.org, or in-person (preferably by appointment) by visiting the third floor of Papillion City Hall located at: 122 East Third Street, in the City of Papillion, Nebraska.

In reviewing the submitted proposals, City staff, an initial Selection Advisory Committee, and the LCRA will consider all redevelopment proposal materials, the financial and legal ability of the prospective redevelopers to carry out the proposals, and any other information required by the IFRP, the Downtown Papillion Redevelopment Plan (the “Redevelopment Plan”), and the Community Development Law (Neb. Rev. Stat. §§ 18-2101, et. seq., as amended). Throughout the review and selection process, the LCRA may also negotiate with any developers with respect to the redevelopment of the City-owned parcel(s) within the Redevelopment Area, which may include the negotiation of the sale and/or leasing of any such real property located within the Redevelopment Area as the LCRA may deem to be in the public interest as provided by the Nebraska Community Development Law. Any specific redevelopment proposal projects, Redevelopment Contracts, and sale or leasing of any City-owned parcel(s) are subject to the final approval of the Papillion City Council. The sale of any City-owned parcel(s) may be subject to a remonstrance period pursuant to Nebraska law. The Redevelopment Area is located in downtown Papillion and is generally described as follows:

An area of land comprised of approximately 4.5 acres which is identified and depicted in a map which is available for public inspection at the office of the City Clerk.

A map of the Redevelopment Area can also be found on page 39, Exhibit A, of the Redevelopment Plan at the website address provided above. The legal descriptions of all of the parcels within the Redevelopment Area are also included on page 37, Appendix A of the Redevelopment Plan.

          (No public access, directly west of 200 N. Adams Street)

- 146 N. Adams Street, Papillion, NE 68046 (Parcel #010558691)

All interested redevelopers or interested parties must e-mail a digital copy of their redevelopment project proposal(s) to: apowers@papillion.org and mail or deliver ten (10) hard copies of their proposals to: Amber Powers, City of Papillion, 122 E. Third St., Papillion, NE 68046.

The submittal deadline for the initial redevelopment proposals is 4:00 p.m. on December 14, 2018. Proposals submitted after the deadline will not be considered at this time as part of this Notice.
