NOTICE IS HEREBY GIVEN that a meeting of the Mayor and City Council of the City of Papillion, Nebraska will be held at 7:00 p.m. on November 20, 2018, in the City Hall Council Chambers, 122 East Third Street, Papillion, NE 68046. This meeting will be open to the public. An agenda for the meeting is kept continuously current and available for public inspection at the office of the City Clerk. CITY OF PAPILLION NOTICE OF PUBLIC HEARING

Notice is hereby given that the Planning Commission of the City of Papillion will hold a public hearing on the 28th day of November 2018, at 7:00 PM at the City Hall Council Chambers, 122 East Third St., Papillion, NE 68046 to consider:

A Special Use Permit to allow Child Care Center as a permitted use on the property legally described as Lots 19 and 20, Sarpy 84 Commercial Park, generally located at 1214 N Monroe Street. The applicant is Lisa Feick. (1214 N Monroe Street – Child Care Center)

A Special Use Permit to allow for building additions and parking lot modifications related to the Secondary Educational Facility located on the property legally described as Tax Lot 8, located in Section 33, T14N, R12E of the 6th P.M., Sarpy County, NE, generally located at 10799 HWY 370. The applicant is Papillion La Vista Community Schools. (Papillion – La Vista South High School)

A Preliminary Plat and Mixed Use Development Agreement for the property legally described as Lot 72, North Shore Commercial, generally located on the NW corner of S 126th Street and HWY 370. The applicant is BHI Development, Inc. (North Shore Commercial Replat 1)

NOTICE TO CONTRACTORS
PAPILLION WELLFIELD ELECTRICAL UPGRADE
CITY OF PAPILLION, NEBRASKA

Sealed proposals will be received by Nicole Brown, Clerk of said City, at City Hall, 122 East Third, Papillion, Nebraska 68046, until 11:00 a.m. on the 16th day of November 2018, for the furnishing of all labor, materials, use of Contractor’s equipment, plant and all else necessary to construct properly all of the improvements within Papillion WTP Standby Power Electrical Upgrade for the City of Papillion.

At such hour, or as soon as practicable thereafter, the City of Papillion will proceed to publicly open, in the presence of all bidders, and consider the bids received for the furnishing of such labor, materials and equipment necessary for the proper construction of such improvements.

A mandatory pre-bid conference will be held on November 6, 2018 at 9:00 AM. The meeting will be held at the City of Papillion Water Treatment Plant at 15406 South 87th Street Papillion, Nebraska 68046.

The extent of the work consists of the construction or other effectuation of the items listed below and other related preparatory and subsidiary work from issuance of the Notice to Proceed.

1. Provide new main 3000 amp service disconnect and new 3000 amp, 4 pole, automatic transfer switch for connection of the existing generator to the building electrical system. All work called for in the drawings and specifications shall be furnished in strict accordance with the drawings and specifications prepared by Farris Engineering, Design Engineers for the City and now filed in the office of the City Clerk of Papillion at City Hall, 122 East Third, Papillion, Nebraska 68046, and bids will be received only upon the Proposal form furnished through the Contract Engineer of the City.

Each bid must be accompanied in a SEPARATE SEALED ENVELOPE (i.e. not sealed inside bid envelope either) by a certified check drawn on a bank whose deposits are insured by the Federal Deposit Insurance Corporation in the amount of 5% of the bid submitted, payable without condition to the Treasurer, City of Papillion, Nebraska, or a bid bond for a like amount as evidence of good faith of the bidder and as agreed upon liquidated damages to the City of Papillion in the even the bidder whose proposal is accepted by the Mayor and City Council fails to enter into contract within ten (10) days after Notice of Award and furnish acceptable bond to complete the work and pay for all labor done and materials used, such bond to be in the amount of 100% of the total bid price.

No bidder may withdraw his proposal for a period of thirty (30) days after the date set for the opening of bids.

In order to ensure bidders are aware of all issued documents pertaining to this opportunity - bids will only be accepted from those listed on the planholders list kept at the offices of Standard Digital Imaging / StandardSHARE.

NOTICE OF INVITATION TO SUBMIT REDEVELOPMENT PROPOSALS FOR CITY-OWNED PARCELS IN THE DOWNTOWN PAPILLION REDEVELOPMENT AREA

Public notice and invitation is hereby given by the Limited Community Redevelopment Authority of the City of Papillion, Nebraska (“LCRA”) to any private redevelopers, or any other interested persons, that the City is seeking proposals for the redevelopment of any or all of the City-owned parcels within the below-described Downtown Papillion Redevelopment Area (“Redevelopment Area”). The more detailed Invitation for Redevelopment Proposals of City-Owned Parcels in 1-3 Phases in the Downtown Papillion Redevelopment Area document (“IFRP”) may be obtained from the Downtown Redevelopment Area webpage found on the City’s website at the following link: www.papillion.org/redevelopment. In reviewing the submitted proposals, City staff, an initial Selection Advisory Committee, and the LCRA will consider all redevelopment proposal materials, the financial and legal ability of the prospective redevelopers to carry out the proposals, and any other information required by the IFRP, the Downtown Papillion Redevelopment Plan (the “Redevelopment Plan”), and the Community Development Law (Neb. Rev. Stat. §§ 18-2101, et. seq., as amended). Throughout the review and selection process, the LCRA may also negotiate with any developers with respect to the redevelopment of the City-owned parcel(s) within the Redevelopment Area, which may include the negotiation of the sale and/or leasing of any such real property located within the Redevelopment Area as the LCRA may deem to be in the public interest as provided by the Nebraska Community Development Law. Any specific redevelopment proposal projects, Redevelopment Contracts, and sale or leasing of any City-owned parcel(s) are subject to the final approval of the Papillion City Council. The sale of any City-owned parcel(s) may be subject to a remonstrance period pursuant to Nebraska law. The Redevelopment Area is located in downtown Papillion and is generally described as follows:

An area of land comprised of approximately 4.5 acres which is identified and depicted in a map which is available for public inspection at the office of the City Clerk.

A map of the Redevelopment Area can also be found on page 39, Exhibit A, of the Redevelopment Plan at the website address provided above. The legal descriptions of all of the parcels within the Redevelopment Area are also included on page 37, Appendix A of the Redevelopment Plan.

The submittal deadline for the initial redevelopment proposals is 4:00 p.m. on December 14, 2018. Proposals submitted after the deadline will not be considered at this time as part of this Notice.
