NOTICE IS HEREBY GIVEN that a meeting of the Mayor and City Council of the City of Papillion, Nebraska will be held at 7:00 p.m. on October 2, 2018, in the City Hall Council Chambers, 122 East Third Street, Papillion, NE 68046. This meeting will be open to the public. An agenda for the meeting is kept continuously current and available for public inspection at the office of the City Clerk. Requests for any special accommodations should be made to the City Clerk at least forty-eight hours prior to the time of the meeting.

CITY OF PAPILLION NOTICE OF PUBLIC HEARING

Notice is hereby given that the City Council of the City of Papillion will hold a public hearing at its meeting on the 2nd day of October, 2018, at 7:00 PM at the City Hall Council Chambers, 122 East Third St., Papillion, NE 68046 to consider:

A proposed Redevelopment Plan for the area of downtown Papillion that was declared substandard and blighted by the Mayor and City Council of the City of Papillion on May 1, 2018 by Resolution No. R18-0071 (the “Community Redevelopment Area”). The proposed Community Redevelopment Area is comprised of approximately 4.5 acres of real property and is depicted in a map which is available for public inspection at the office of the City Clerk. On August 29, 2018, the Planning Commission held a public hearing on the proposed Redevelopment Plan and unanimously recommended to the Limited Community Redevelopment Authority of the City of Papillion (the “LCRA”) that the proposed Redevelopment Plan conforms with the City of Papillion’s Comprehensive Plan.

A copy of the proposed Redevelopment Plan is available at the office of the City Clerk. At this time, the Redevelopment Plan does not yet contain any cost-benefit analyses because specific “Redevelopment Project(s)” have not yet been identified or authorized which would include the division of taxes pursuant to Neb. Rev. Stat. § 18-2147 of the Community Development Law. The Redevelopment Plan, if approved, would designate the Community Redevelopment Area as being appropriate for renewal projects and set certain preliminary expectations for future proposals. Once Redevelopment Project(s) are identified, the Redevelopment Plan will have to be amended to include the requisite cost-benefit analyses.

Any neighborhood association desiring to receive notice of any applicable hearing as provided under the Nebraska Community Development Law shall register with the City’s Planning Department. Changes to 2018-2019 Proposed Budget of Disbursements & Transfers
• Decrease of $12,802 as a result of refinancing of fire safety bonds which reduced the annual payment amount.
• Decrease of $91 as a result of the correction of a transposition error on the state form related to the transfer from the Golf Fund to the MFC Golf for the payment of debt.
• Increase of $459 to concrete improvements within the CIP Fund as a result of the change in property tax receipts.
• Increase of $13,046 to the street department operations to be used to study the potential connection of Halleck Park directly to 72nd Street.

Changes to 2018-2019 Necessary Cash Reserve
• This increase of $91 dollars is a result of a correction to a transposition error of the Golf Fund transfer to MFC Golf for the payment of debt.

Changes to 2018-2019 Total Resources Available
• Increase of $20,643 to maintain the tax levy at the same rate as the current year based on the final certified value.
• Decrease based on final fire split as a result of the decrease to the fire MFO budget as a result of debt refinancing and slight change in percentage split as a result of certified value decreasing contributions from the other two parties by $19,940.

• Increase as a result of the increase to the allowable growth per final certified value $166,367.22
