The following licenses and permits are issued through the city clerk's office. All applications should be submitted to the city clerk's office.
Handicapped Parking Permit:

Residents in the City of Papillion should submit all applications for handicapped parking permits (permanent or temporary), either new, renewal, or duplicate, to the office of the city clerk in person with proof of identification. Applications are available online at www.dmv.state.ne or at the office of the city clerk.
Fireworks License:

Papillion City Code Chapter 117 allows for the sale of fireworks in the City of Papillion from 8:00 a.m. on June 25th to 12:00 midnight on July 4th of each year. Application is made through the city clerk's office between December 1st of the preceding year and the second Friday in January of the year in which the license, if issued, would be valid.  Applicants who are for-profit individuals and/or organizations must reside in the City of Papillion. Applicants who are non-profit organizations must have at least one Papillion resident as a member. The City of Papillion grants ten (10) licenses per year. All applications must be approved by the city council. The following information is required for a fireworks permit:

1.   Application for Permit to Sell Permissible Fireworks at Retail
2.   $1,000.00 license fee
3.   $1,000.00 bond
4.   Affidavit of nonprofit status, if applicable
5.   Internal Revenue Service 501(c)(3), if applicable
6.   Certificate of public liability insurance
7.   Sales tax certificate
8.   Nebraska State Fire Marshall License for Sale of Fireworks
9.   Plot plan
10. Building department and fire chief approval

Liquor License:

All applications relating to liquor licenses are made through the State of Nebraska Liquor Control Commission. Applications are available online at http://www.lcc.ne.gov/. Approval by the city council is required, with licenses being issued by the Nebraska Liquor Control Commission.

Tobacco License:

Licenses are issued through the city clerk's office. All licenses expire on December 31st of each year. No application is required. The following fees are required prior to receiving a tobacco license:

1. $15.00 license fee, or $100.00 license fee if selling annually in the aggregate more than 150,000 cigars, packages of cigarettes, and packages of tobacco in any form at wholesale (Neb. Rev. Stat. Section 28-1423).
2. $10.00 occupational tax. All tobacco license holders for the City of Papillion are registered with the State of Nebraska Health and Human Services System so that the State can notify each retailer of any changes in the state and federal laws relating to the sale of tobacco products.

Trash & Refuse Haulers:

Chapter 162 of the Papillion City Code allows for the collection, hauling, and/or transporting of refuse within the City of Papillion. All permits expire on December 31st of each year. City council approval is required for new applications and renewals. The following information is required for a trash hauling permit:

1.  Application for Permit to Haul Garbage, Rubbish, Trash and Waste
2.  State of Nebraska D.O.T. Certificate 
3.  Vehicle list
4.  $200.00 annual permit fee
5.  $25.00 sticker fee
6.  $25,000.00 performance bond
7.  Proof of continuous liability insurance coverage

Vendors & Solictors

Chapter 146 of the Papillion City Code allows for peddling and soliciting. A vendor license is required for any person to solicit upon the public streets or in any private residences alms, gifts, or contributions for private benefit. These permits are approved administratively. The following information is required for a vendor license:

1.  Application for vendor license (photo identification required)
2.  Fee of $10.00 per day per person or $300.00 per year per person
3.  Performance bond in an amount of not less than five hundred dollars ($500.00)
4.  Background check
