Unregistered or Inoperable Vehicle on Private Property.  §205-250; 184-4

The storage of any unlicensed and/or unregistered motor vehicle must be in a fully enclosed garage or shielded from view of the general public by a manufactured and fitted vehicle cover and located on a paved driveway pursuant to a permit to store obtained from the City of Papillion.


Storage or Parking of Vehicle, Boats, Campers, Trailers and Inoperable Vehicles.  §205-250

The storage or keeping of motor vehicles not having a properly issued current motor vehicle registration and current motor vehicle license plate properly displayed is prohibited on any lot. 


Parking on Non Hard Surface.  §205-249

Parking of recreational vehicles, boats or trailers is permitted in the front yard on a hard-surfaced driveway or parking area only, but shall be limited to only one recreational vehicle at any one time.


Parking for Personal and Recreational Vehicles in Residential Single Lots.  §205-249

Parking of recreational vehicles and personal vehicles outside an enclosed structure is permitted in the rear yard or in an interior side yard behind the required front yard setback line. Parking of recreational vehicles, boats or trailers is permitted in the front yard on a hard-surfaced driveway or parking area only, but shall be limited to only one recreational vehicle at any one time. 


Outdoor Storage.  §205-209

Outdoor storage is prohibited in all zoning districts except the GI General Industrial Zoning District. 


Buildings/Structures Unsafe.  §100

All buildings or structures which have become or are so dilapidated, decayed, unsafe, unsanitary or which so utterly fail to provide the amenities essential to decent living that they are unfit for human habitation...  


Weeds/Brush/Grass Taller than 12".  §89-1

It shall be the duty of every owner of real estate in the municipality to cut and clear such real estate, together with 1/2 of the streets and alleys abutting thereon, of all weeds or other growth of rank vegetation. Such weeds and other growth of rank vegetation shall be cut so as not to extend more than 12 inches above the ground.   


Tree/Shrub Obstructions.  §166-3

The owner or occupant of any lot, piece or parcel of ground abutting or adjacent to any sidewalk, over which there extends the branches of trees, shall at all times keep the branches, limbs and/or foliage thereof trimmed to the height of at least eight feet above the surface of said walk.   


Sidewalks - Maintenance and Repair.  §166-5

Every owner of any lot or lots or piece of land within the zoning jurisdiction of the City of Papillion,…., shall at all times keep and maintain the sidewalk along and contiguous to said lot, parcel or piece of land, as the case may be, in good and proper repair and in a condition reasonably safe for travel for all pedestrian traffic thereon.   


Pool Fences.  §205-218

Every outdoor swimming pool or family pool shall be completely surrounded by a fence or wall not less than six feet in height, which shall be constructed as to not have openings, holes or gaps larger than four inches in any dimension except for doors and gates;…... All gate and door openings through such enclosure shall be equipped with a self-closing and self-latching device for keeping the gate or door securely closed at all times when not in actual use. 


Privies, vaults, cesspools, dumps, pits or like places which are not securely protected. §137-1

Abandoned pools can interfere with the comfortable enjoyment of life and property, tend to depreciate the value of the property of others, and are an attractant for rodents and insects.


Dead/Dying Tree.  §9-29

All trees and shrubs within the City shall be pruned or removed when such trees or shrubs constitute a hazard to life and property or harbor insects or disease which constitute a threat to other trees or shrubs within the City. 


Temporary Signs.  §205-255

Prohibited Signs Include:
Signs on public property or public right-of-way, unless specifically authorized by the appropriate public agency; Signs or sign structures which resemble or conflict with traffic control signs or devices, which mislead or confuse persons traveling on public streets or which create a traffic hazard; Signs which create a safety hazard by obstructing the clear view of pedestrians or vehicles or which obscure official signs or signals.

Garbage/Trash/Waste. §162-6

Except as permitted in division D of the section, containers and bags may not be located in the front yard or within any required front yard setback of residential lots, except for temporary placement curbside, not more than 24 hours before pickup; Two tightly closed, impermeable garbage containers may be kept in the front yard within three feet of the exterior wall of the home; All owners or occupants shall have the contents of all garbage containers removed from the premises at their own cost at least once a week, and it shall be unlawful to fail to do so. 


Sidewalks - Snow Removal. § 166-4

All sidewalks shall be cleaned within five hours after the cessation of a storm, unless the storm or fall of snow shall have taken place during the night, in which case the sidewalk shall be cleaned before 8:30 a.m. the following day. 


Stop Work/No Permits Issued. §92-15

Any owner or authorized agent who intends to install, construct, alter, repair, move, remove, replace or change any fixture, occupancy, or portion of a building or structure. The installation of which is regulated by the adopted codes, or to cause any such work to be done, shall first make application to the code official and obtain the required permit for the work.
